    Problem with this theory is that some (many) drug users enjoy the experience. Now there are those out there that need help and are in crisis, but those are who we focus on. The other millions of users who still hold down jobs and have families but still smoke pot or do coke at a party once a month will not be effected by your plan. Good plan though. Wish it would work. Fact is drugs that are illegal now have been used for hundreds if not thousands of years. You just flat out CANT stop someone from doing something with their own body that they WANT to do.
