In the U.S. we call it “low income housing” and yes, for some reason they tend to be that way here, too. I don’t know which comes first, the low income or the low personality! Interesting question though… are they like that because they’re poor, or are they poor because they’re like that?

I don’t think you should judge people who live in council estates. I live in one till i was 18 and never went shoplifting, turned to drugs, crime etc.
People from Middle class background can be just as troublesome as “Chavs”.
But they don’t get as much hassle as so called chavs.
