Reservations are complicated politically. They are really alot like a country within a country, self-governed and realistically don’t like alot of involvement from outsiders-not that I blame them.
Although alot would like to leave the reservation their is alot of pressure to stay there and ‘be native’. It is true that there is little opportunity, but even among natives there isn’t a real consensus on what should be done. Sometimes outsiders can cause more problems than opportunities with their good intentioned meddling.
It is a fairly complicated issue and not one to be undertaken without a good deal of personal knowledge on your part.
